Metro Bus Project--Few Questions



  • A lot has been said and written about Lahore Metro project. I have tried a bit (not a lot) to find answers for these questions but has been unable to find one. Can somebody guide me

    a) When was this project ?

    b) Was it in punjab budget of 12/13 ?

    c) If yes, how much allocation was made for this project ?

    d) Was their any feasibility study conducted for this and if yes by whom ?

    e) Who was consultant for feasibility and how he was appointed ?

    f) When tenders were invited for this project ?

    g) How many companies bid for the project and what were the bid amounts ? Was project given to lowest bidder or not ?

    I am seriously looking for this project. I have seen PML-N guys praising this project and opposition just letting it down but didn't see anybody discussing these basics.

    I will try to answer your questions as per my knowledge. Please note they may or may not be accurate.

    a) When was this project ?

    March 2012

    b) Was it in punjab budget of 12/13 ?

    Yes

    c) If yes, how much allocation was made for this project ?

    Initially allocation was 20 billion but the final cost escalated to 30 billion

    d) Was their any feasibility study conducted for this and if yes by whom ?

    Yes many were done. After scrapping the underground train system that would have cost Rs 300 billion this project was initiated

    e) Who was consultant for feasibility and how he was appointed ?

    The main contractor was Habib Rafiq

    For the last two questions I have to check with LTC source to get you the correct information.

    The link you posted if high level requirement document that highlights the need and suggests the solution:

    The transport demand amounts to some 13.5 million daily motorized trips to work, shopping and recreation other than walking.

    AND

    300 Metro bus in 2 corridors will carry 9k and 7.5k pessangers per hour per direction (PPHPD) during peak hours - that's almost 100k in peak hours and let's assume another 100k in off peak hours.

    Rs. 30B and 300 metro buses will take over 1.5% of 13.5 trips. I am not sure how it will improve traffic?

    Unfortunately projections for 2025 doesn't improve much 16.5k PPHPD to barely 45k PPHPD.

    Bahi jee , who was consultant for this project feasiblity. And how he was appointed ? For any project , first step is feasibility study conducted by an independent specialist appointed throguh a transparent process which would have done such mega projects. U have mentioned multiple feasibility , but i m looking for specific to project.

    So , Habib Rafiq was main contractor . right. So , was there a pre qualification process conducted ? How many parties came to per-qualification ? And then how many made a final bid ? Any information ?

    According to this 6.2 B were allocated for transport sector.

    If u could provide me with a link to last budget which shows the allocation for this project , i would be grateful

    Project as started in Fiscal year 2011/12

    Yes

    11 Billion was allocated for this poject in 2012/13 budget.

    d) Was their any feasibility study conducted for this and if yes by whom ?

    I was not able to find any feasibilty study done for this project, If there is any, I hope SD will be able to provide us.

    In Tender & other project documents, Feasibility study of LRMTS done in 2006 was reffered, even in the document shared by SD it is reffered.

    Also there was a study conducted through JICA to assess Traffic in Lahore

    There was only a Token allocation of few corore in 2011/12 budget to revive the LRMTS project

    BUT actual spending on the prject in 2011/12 was 5.8 Billion

    Now the question is where the funding came from?

    Just to give you an example, 10 Billion cut was made to School Education budget to accomodate schemes like MBS, Laptop, youth festival etc etc..

    Overall 57 Billion of RE-appropriations/re-allocations was done in Punjab's development budget which was 1/3rd of the total Dev Budget

    Same must have been done this year as well to cover remaining 13/14 Billion spent on this project.

    We will only know at the end of the year as to where the cuts were made.

    Fancy allocations are made in the budget to please people but during the course of year funds are moved to unapproved schemes of choice

    I am very astonished that a project which was budgeted at 20B has blown to 31B and still people call it 'GOOD GOVERANCE' . What a pity

  • The elevated concrete infrastructure no doubt was the right thing to do. But the buses part is a bad idea, is not sustainable and will fail miserably like the following past projects during various governments:

    ->Omni Bus Service – Scrapped in less than a decade

    ->Double Decker (London Like) Bus Service – Junked in less than 3 years

    ->GTS Inter City Government Transport – Lasted a decade

    Most of the escalators will stop working in less than year. Walkway is already showing the quality of contractors. The ticketing turnstile will start squeaking soon.

    This project is only feasible if the vehicles can transport masses (at least 300+ per unit), in high frequency and with least amount of recurring cost. That could be a multi-car electric train on a metal tracks.

    Here’s what is going to happen:

    =>Current service will run for a year and will start fizzling out in two years.

    =>If and when the frequency of buses goes down, the elevated track will be increasingly used by the ruler escorts.

    =>Then a new plan will come to retrofit the elevated structure with electric train tracks. There will be a chaotic period for at least two years. And then the news:

    “Chief Minister of Punjab, Hamza Shahbaz Sharif to inaugurate electric train service in Lahore”

    Don’t I deserve some praise from PMLN cronies now?
